What happened with the perk "shaking chills"?

It does not activate (turn on) when the assassin is within a 36-meter radius, much less does it charge red to know how close it is to me

    That part of the perk was removed after the accessibility changes were added in a recent update

    It activates when the killer is looking at you and you have line of sight on them, now. So basically when you see the killer and they see you.
