Perks that are perks- but arent at the same time

To spice stuff up survivors have boon perks and killer have hex perks, both are preventable on both sides.

however, what about a perk that changes gameplay but does not count as a perk?

For example;

what if no mither (that afflicates you with broken but lets you fully recover from the dying state) did not count as a perk slot? It would definitely make it more viable because the downside of being broken + losing a perk slot is much more of a downside

    You got a 5th perk slot... but it can only be used for these perks... you get 1 free crap perk xD

    Seriously though, would need a lot of careful thought and reworking of core game elements to accomplish.

    There is already the challenge of juggling the insane number of perk combos we have. No Mither has those downsides to compensate for the benefits it brings... now whether those benefits are worth it is a different question... but thats how a perk like that is meant to work.

    Having the ability to add more effects to change your build either needs to be small enough to have a minimal effect, or be used exclusively for meme purposes to prevent even more broken interactions we already struggle to balance...
