Why is Dredge punished so harshly? QOL changes

The Dredge is a mid tier killer. Why is a mid tier killer so hindered?

The hindrances:

  1. Lockers. You can lock 1 locker and later lock the other. Dredge teleports to the locked one. It should be the other way around. You either lock both or the Dredge automatically teleports to the non locked one.
  2. Setting up a remnant. Why does Dredge move slower when putting down a remnant and keeping it? And why does my screen has to go all black? My screen should only slightly turn darker. Me putting down a remnant should not require me to hold a button. It should be on click to put it down and one click to return to it. Also, my speed should be only minimally effect, when putting down a remnant.
