Healing a downed survivor should take away 30s from their next hook state

There are cases where a survivor team does egregious mistakes and you are able to snowball. You slug one guy and then you chase the second guy that is injured trying to do a risky flashlight save. You down this second guy 20-30m away from the first survivor and you hook him, by that time someone already healed your slug and the snowball that you should be rightfully yours is completely nonexistent.

If the downed survivor would lose 30s off the next hook state that would incentivize the killer to Re-Slug that survivor and keep the snowball (which the killer rightfully earned). Because now if the guy gets healed from dying a second time 30+30 = 60, a full hook state would be taken away from him (ofc this won't work if you are already on death hook).

This will NOT incentivize a slug meta, since you would realistically have to slug 24 times instead of 12 hooks! But at the same time, it will give the snowball back to the killer when survivors make horrible mistakes which currently can be undone very easily by perks like unbreakable and teammates with medkits.

TLDR: Killer snowball is very easily undone due to perks and items survivors have, so instead of nerfing/changing so many perks/items, we could instead offer an alternative snowball route for the killer which observes and punished survivor mistakes.
