Fully charging Potential Energy will take 15 seconds with 4 BNPs if I'm not mistaken
BNPs will be changed to take 10 charges off of a gen, so with 4 BNPs it'll take a gen down from 90 charges to 50
Potential energy charge speed is based on the speed to repair total % of a generator, with 1 token gained per 1.5% of a generator completed.
So right now, fully charging potential energy takes 27 seconds, since it takes 27 seconds to complete 30% of a generator. To repair 30% of a 50 charge generator, it takes 15 seconds, so it will take 15 seconds to fully charge potential energy to 20 tokens. This can then be converted to 20% progress on a 90 charge generator worth 18 seconds. Saves more time than it wastes!
What are your thoughts on this? I have no real opinion on it right now because I'm waiting to see how it'll be on the ptb, I just find it really funny lol

Might be good for a YouTube video.
My guess is that it's still based on charge/second, and that it's just shown in the tooltip as a % for better clarity.
But that would be an interesting thing to take a look at with the PTB.
tho, if you have a three gen situation you still want to slap the bnp you got on the crucial gen - not on an irrelevant gen (as far as the three gen location is concerned), just to carry potential energy around.
Just for the sake of knowing it would still be nice to test during ptb.
