As someone who has just experienced the Perk to its full effect, I can tell you without a shadow of a doubt that this Perk is just way too much and makes the game intolerable to play at the moment.

And this just isn't the 3% that's the issue, no no. It's just empowered bully squads by making it miserable to get downs against them if they know what they're doing.

So yeah, this Perk is horrible for the game and probably the Survivor equivalent of old Eruption.
