Are there still lvl 4 perks in the game?

Are there still items like Megs Whistle thst you unlock with progress?

Im just finding out about this can someone explain this to me

    There has never been such thing as Level 4-Perks or Megs Whistle.

    Likely a reference to T3 Iridescent Perks (red) before they were all normalized to the Yellow(T1)/Green(T2)/Purple(T3) color scheme

    But Meg's Whistle is something I've not heard of.
