Fix/Tighten Matchmaking

I'm a 7k hour killer player and I feel like i'm encountering players who just bought the game. Killer queues are near-instant now, I'm fine with there being an option for tighter matchmaking even if queues take a little longer.

    I've played 10000 hours and have been matched with players for the last 26 hours. I don't understand why BHVR doesn't allow skill rating to work.

    Its usually when Killers dodge my lobby and get refilled that the games are very bad. Sadly due to my surv prestige i get dodged constantly. I had a Doc player yesterday that didnt use his power ONCE the entire match, i have 1.8k hours and its not like i died 20 games in a row before, why do i get matches against that poor guy.
