Resurgence should not be deleted by Sloppy Butcher
Resurgence only works twice per match at most, and requires being hooked.
Meanwhile Sloppy affects everything everywhere all the time.
Why can't 1 niche perk that nobody runs actually work? Why can't Sloppy just not affect Resurgence?
