Raccoon City Hooks
I know that people have there fair problems with this map, but I found an inside hook beside the helicopter crash (east wing varient) where if the killer face camps other survivors can't even attemp to unhook (flat out doesn't work).

If it helps the killer was Bubba but I hope he is just a little bigger than most (hitbox wise) but it's still an issue
Bubba kinda circumvents most camp rescues sadly. Otherwise two people going in and one taking a hit while the other rescues would be the best way to counter it.
