Amanda's Letter rework

Caiman

Amanda's Letter lowers the Pig's number of RBTs by 2, but I think it should instead extend the timer of active RBTs by an additional 60 seconds. This still significantly reduces the pressure of her RBTs but doesn't nullify it as much as just taking them away from her does.
