Get in touch with a player in crossplay?

How would you/can you even get in touch with another player that's on console and not on steam? I know you can friend them in game, but they don't see the chat, so how do you go about getting in touch with them someplace else to VC and things like that. Is that even possible? Thanks.

Either have them get discord or find them on the console apps on your phone and start a party that way with a earpiece under your headset for talking I play with console users all the time so I know it works
