A change to the power dynamic / power shift throughout the match
Currently, the match starts out strong for survivors and weak for the killer. As the match continues, it swings towards the killer's favor as survivors are sacrificed; there are fewer gens to patrol/guard; and there are fewer pallets that remain. There's little to slow the momentum of survivors at the start, and little to slow the momentum of killers at the end.
If the devs are aiming for a 2 kill : 2 escape ratio then its very hit or miss. Either it's a landslide for survivors and they all get out, or for the killer and they all die. Very hard to have a middle ground.

What if the perk slots were enabled/disabled throughout the match to help reduce the likelihood of snowballing for one side or the other?
- Survivors and Killers pick their 4 perks in the loadout/lobby, as normal. However, Survivors start the match with only their 1st perk slot enabled, and the Killer starts with all 4 perks enabled.
- Each time a survivor is sacrificed, the remaining survivors have 1 more perk slot enabled, making each one stronger, and the killer has one more perk slot disabled (in a specific order, so that players can account for it).
This can make tunneling 1 survivor out early a less efficient tactic, since it would mean giving up a perk and giving the opposing team 3 perks.
Not sure how this would interact with all perks. No Mither would have to be unavailable for slots 2, 3, and 4; it would have to be equipped to the first perk slot so that it is always in play. Stuff like that.
