Bots are healing sooner after the unhook action

Will the Tools of Torment chapter let ALL survivors heal sooner after finishing the unhook action, or just bots?

As survivor, in the live version, I have to wait 1 or 2 seconds before I can heal someone I just unhooked.

The Nancy bot in this YouTube video by OhTofu shows her healing almost immediately after the unhook.

why would it have anything to do with the killer's ping when the killer isn't involved in this interaction?

i don't know but the higher the killers ping, the longer it takes until you can start healing
