Depending upon your region, that would seem legit. I have the same issue on Xbox where I get matched with the same survivors frequently. The playerbase is way smaller on console compared to pc.
Time of the day played is a big reason why since I used to play against the same 4-5 killers between 2-3am PSt and with the same pool of around 19 or so other survivors.
