They'd have to be replaced and that's a good handful of perks. But it sounds like you want OG dbd with no gen kick.

Don't forget removing Toolboxes too :)
My suggestion was remove toolboxes (no brand new parts), and make Sabo base kit on a cooldown.
short answer? yes, but why would we?
long answer? i don't feel like typing it out.
If you did that you would have tunneling in every single match. We need the game slowed down enough at base for that to be reasonable.
It's weird how people think these things are two sides of the same coin.
Still would have to deal with base Progression VS. Regression
