Vendor menus have incorrect text boxes

Consistently, in the single-player Sanctuary Hub, if the user opens any of the vendors' menus, the text boxes will momentarily show the default text box text.

Steps to reproduce:

  1. Travel to the user’s Sanctuary
  2. Talk to any of the vendors (Prosarmogi, Prota, Elpida, or Chrona)

Observed Result: The vendor’s menu UI glitches for a second, showing incorrect text data or no data in some areas, and then corrects itself.
