Rewarding Killers that play fair with more perks that activate after hooking each survivor once.
One of the ways to encourage fairer play from the Killer would be perks that reward the Killer for unique hooks (hooking each survivor for the first time). Old BBQ and Chili, No Way Out and Grim Embrace are the examples we have already in the game. BBQ and Chili was changed and No Way Out + Grim Embrace are nearly identical in function (game slowdown with a minor information bonus). Changing some old, unused perks along with adding new ones to allow for perk builds around this unique hook mechanic seems like the best way to encourage killers to go for fair gameplay.
My suggestion: This perk gains a token for each unique hooked survivor. The killer's Terror Radius is reduced by 2 meters for each token.
