They fixed the Incentives and enabled them again yesterday.

As Aven already mentioned, the Incentives have been re-enabled yesterday.
So no, it's not bugged.
Ngl, I thought it was going to be a dig on all the exploits Knight have that aren't killswitched (or in the list of known issues, for that matter).
