Why is Broken Hilt and Chain Mail Fragment not a singular addon?

They barely do anything because the guards can be easily avoided. Why not make Broken Hilt apply Hemorrhage and Mangled? Give Chain Mail Fragment the deafening, broken or decreased efficiency/repair speed effect.

I think he needs some sort of movement add-on. Like “If the survivors escape the Hunt he gains Haste for 15 seconds” since the jailer one does give him a 10% boost but also doesn’t feel like he is moving faster.

What if that's basekit instead of an addon?
