Buffing Nurse again while nerfing every other killer

Nurse is the only killer who can most offten fast quickly down many people in row. That means she can end match faster thanks to these new changes.

Now any other killer like Oni, Twins, etc. will get nerfed thanks to this new anti-slug. Great.

    If every 3 or 4 people went down in 45s, that is a survivor issue. Last 2 going down in 45s is something that basically literally anyone mobile can do.
