Probably a different backend process from the patch release so they have to do one and then the other.

Probably to make sure the patch itself works before introducing queue incentives. My money is on, they aren't sure if it is working properly or not. It basically broke MMR entirely last patch.

Apparently it's adaptive, though. From what I understand, it automatically adjusts to whichever side needs more players.
yes that's true, it adapts to the queue itself so if players are needed on one side then that side will have the matchmaking incentives - if the queue is pretty even then they won't be available.

The system adjusts the bonuses automatically, we don't pick the bonuses manually.
In short, in DBD, we have client updates (things you need to download) and backend updates (switches we can flip on our side that don't require you to update). We often try to space these out to avoid conflicts and make sure everything's working properly.
