An ultimate solution to tunelling and Camping
Take away 1 hook state from each survivor and add them to a “team pool” of hook states.
This means the first 4 hook states of the match do not matter at all who they are on.
Do you want to face camp from the start?
Youre going to have to spend 4 minutes camping out those 4 team hook states, then another 2 camping out that survivor's personal ones.
Do you hope to tunnel a weak link? Well, you're going to have to hook them 6 times to kill them.
Edit: A failed Kobe attempt burns your personal hook state and not the team ones.
When I suggest this the biggest pushback I get is "I don't want 1 bad teammate burning all the hooks and leaving me only 2 hooks from death" but I don't think you do want that, actually. The alternative would be the killer tunneling that weak link, them dying on the third hook instead of the 6th. Now you are fighting a 3v1 where your remaining hook states dont really matter because once the killer gets a down the game slows to a complete halt and stops progressing. Your only hope of actually winning in this case is to not get hooked at all and take the killer on very long chases such that your 2 remaining teammates can actually get all the gens done. For that purpose, your remaining hooks really don't matter very much.
Look at it this way. If you had the ability to “donate” a hook state to another survivor once per trial and the killer is tunneling a weak link. The optimal play would be to give them your hook state almost every time because having an alive teammate is better than having a dead one even if they are bad.
This change still preserves the value of camping and focusing someone out in the mid to late game when a killer has more reason to do so, but eliminates the most egregious cases of it. It also makes it harder for killers to secure kills after getting absolutely dominated for the entire match which is a good thing.
If you spent the entire match getting outplayed, you don't deserve to get 1 kill because you can sit there and look at a hook and take brainless trades. You can argue that the game is survivor sided or imbalanced all you want, but that would be a completely separate issue and does not necessitate the existence of a way to secure 1 kill reliably.

This has to be the 5th time this has been suggested this week.
It won't work, it will just lead to more tunnelling, and then survivors who haven't been hooked once will end up dying on first hook.
If someone is getting tunneled out so fast they are burning ALL those hook states before dying you were going to lose before the change as well as after. Probably more definatelivly because you would be fighting a 3v1 that starts in half the time.
I have an even ultimater solution to camping and tunneling.
Remove Hooks.
What are Killers going to camp/tunnel now?
Here's another perspective from before the change: Which game state do you think is preferable for survivors.
Game state 1:
Jake: Hooked Once
Claudette: Hooked Once
Dwight: Hooked Once
Meg: Hooked Twice
Game state 2:
Jake: Hooked Once
Claudette: Hooked Once
Dwight: Never Hooked
Meg: Dead
Both are 5 hook states total. But the outlook for survivors in Game state 1 is MUCH greater than that of game state 2.
If 4 of the hook states are made into team hook states and the meg is instead hooked 5 times. It effectively becomes the same scenario as Game state 1 even though the killer tunneled the meg just like they did in game state 2.
Or... you could just increase the base Gen regression to allow more Killers to actually get value out of kicking gens (even without regression perks)
