You wake up when you miss a skill check, not when the generator blows up or regresses. SH: Pain Resonance does not count as a failed skill check therefore does not wake survivors up.
If you were to miss a skill check with Technician or Bite the Bullet, the survivor will still wake up but there will be no noise notification, this is because the action of a survivor waking up is tied to the skill check itself and is not at all influenced by Noise Notifications.
