Yeah it does
The recent buff to killer hit cooldown is also applied while carrying too
Save The Best For Last reduces the hit cooldown of Basic Attacks, while you are carrying a survivor, your lunge is decreased, but your swings are still treated as Basic Attacks and gets benefits from Save The Best For Last.
