List of some unique killer powers (Woud they work?)
1) Can climb over solid objects / walls. It could also include climbing on the ceiling (like a spider) for some stealth options.
2) Can build walls that can cut loops / sections of the map or make chases harder. There could be meter bar slowly charging and when charged build a big wall that cuts big part of the map for some duration. Can build armor on a generators to slow down survivors that have to remove the armor for few seconds (has a cooldown).
3) Killer can set up totems that each covers section of the map and gives buffs to the killer and debuffs to Survivors. Different types of totems and each can be placed only once. Survivors can destroy it and killer can place it again.
4) Killer will send you (could be some Freddy rework lol) to different unique map ehere you have to complete objectives and then you can teleport back. Something like puzzle slowdown power. Each Survivor can be sent there once a long cooldown.
5) Killer that if he kills a Survivor that Survivor can become his minion and help the killer (something like Zombie but way better) or it will be AI.
Etc. There can be so many ideas I am pretty sure. I think there is plenty of room for unique killers.

1. The ability to perch or jump from the top of hook to hook, then dive attack.
2. The ability to temporarily disable survivor perks.
3. The ability to multiply into a few versions of themself, splitting the terror radius, but only one of the versions is the killer.
4. Manipulation of sound.
5. A killer able to dissolve into worms and use them to traverse and poison survivors.
6. The ability to reshape and reconfigure walls of loops and barriers.
7. To be able to cast off a falcon into the air and use it to look down on the map to see where survivors are and what they are doing.
8. A killer which utilises fire and heat as a weapon.
9. A killer that uses false totems, chests or even copies of injured survivors to lure others into a trap - like a cosmic angler fish.
10. A killer which becomes stronger the more you look at it, and weaker the more you avoid looking at it.
11. A killer which can plant a marker that stretches over a large area, and within that area can increase various powers.
12. A killer that can set up technology around the map such as motion sensors, cameras and attack drones.
There are lots of potential powers. These are just some that I thought of whilst typing - some may hhave been things I might have come across, and others are ideas that I just thought up. But there's still tons of potential, so long as some stop obsessing over the next S tier killer and look to be creative.
Your first one can be pennywise. He takes out his red balloon and floats over pallets and windows. Not necessarily walls though. That would break alot of barrier mechanics.
