Two Changes I'd Make to Oppression
Oppression is a decent perk that's butchered by a super lengthy cooldown. So I, a random person on the Internet, shall attempt to buff Oppression in two ways (that would still warrant a cooldown of some kind):
1) Extra regression for missed Oppression skill check. The regression part of the perk won't happen if a Survivor is working on the gen, so give some kind of extra regression to the missed skill check as compensation.
2) Affected gens regress at 200%.

Why not just reduce the cooldown? For me thats the most hindering aspect of the perk.
