Am I understanding the BP bonus thing wrong?

I'm seeing all kinds of posts saying the (now killswitched) BP bonuses apply to the role with the longer queue time, but I understood it to apply to the role that is in the most need at the time, meaning there aren't enough players in that role. Wouldn't that mean that role would have shorter queue times since there aren't enough players? Or did I get confused?

    Yes the bonus applies to the role with shorter queue times as that is the role more in demand.

    It is supposed to be for the side that needed more players but was bugged and disabled so they can fix it.
