Suggestion on a possible rework for Desperate Measures
So, Desperate Times call for Desperate Measures. The perk clearly has the spirit but it's power could use a change.
The power should firstly not be affected by the users health state, just the other survivors (mostly for math purposes, but also as a sign of the user's absolute need to act considering the circumstances)
The perk should give +10 healing and unhooking per injured survivor, +20 per downed survivor, and +25 per hooked survivor. At all 3 team mates being hooked, that's a big 75% increase to unhooking speeds. As soon as they are unhooked, and just injured, the increase becomes 60, another unhook and you are down to 45. A single injured survivor, 10% healing speed. 3 survivors downed, 60% healing speed. The more dire the circumstances, the stronger the perk. Would be a great come back perk, and allow its power levels to change according the seriousness of the situation.
Right now it's just baseline 14% per survivor, including yourself. So it will move from being used for healing speed increases, to a unhooking and regrouping perk.

Maybe add a 25% per killed survivor as well, to punish the killer and not weaken the perk during end game.
