Unlocking perks now is confusing

So i am upgrading Mikaela and in the bloodweb i see Self Care level 3. But my Claudette is only prestige 1. I thought lvl 3 of self care is unlocked for other characters after you prestige claudette to p3 So how am i getting lvl 3 self care in Mikaela's bloodweb? Is there something i am missing here?

    You might have had SC on her already.

    You can still unlock perk tiers individually via the bloodweb. So yeah, you probably already Self Care on Mikaela.

    If you already had SC unlocked on Mikaela at T2, then you'd find the T3 version of it in her bloodweb. You can still upgrade a survivor's personal unlocked perks to T2/T3 via the BloodWeb. You don't need to get a character to P2/P3.
