steve and nancy prestige 3 all perks but only have there tier 3 perks on some?

Survivors? So tier 3 apart from some of the survivors only have teir 1 why they not all have tier 3?

    Nancy, Steve, and Demogorgon do not have perks anymore. This can be seen on the "Character Info" page. If you had unlocked their perks as teachable prior to their removal on November 21st then you will have these perks unlocked at tier 1 automatically, but otherwise they are treated as generic perks.

    damn this is really making me sad for Demo being removed. Alll I want in life is muh Surge value.

    Would of thought they would all be tier 3 not just some so now it will be not finished thats not good

    I was able to still collect tier 2 and 3 in the web hope its like that for the other survivors if so should be able to get all tiers for steve and nancy still Should be good if so
