The first penalty is only 5 minutes and the second is 15. Once you get past that amount you should probably stop playing tbh
It essentially does allow it once or twice. That's why the first DC penalties are pretty minor - it's that way to give people slack for stuff like crashes, outages, and legitimate DCs like hostage situations, cheaters, and RL emergencies. When people are stacking several DCs in a short timeframe, it usually means they're DCing inappropriately, or they're trying to play with a bad connection (and should probably stop until they get that addressed.)
