2 perk ideas, 1 for killer and 1 for survivors.
KILLER PERK
SHARED SUFFERING:
Each time the Obsession loses a healthy state, Shared Suffering activates for 45 seconds:
- Any survivor within 24m of the Obsession will have a penalty of 15/20/25% of Healing, Repairing, Sabotaging, and Cleansing speed.
- Any survivor outside of this range will be affected by the Oblivious status effect.
When the Obsession is fully healed by any means, this perk will deactivate immediately and the the aura of all survivors within 5m of the Obsession will be revealed for 5 seconds.
SURVIVOR PERK
EVASION:
After being chased by the killer for 13 seconds, Evasion gains a token:
- 1 Token: Gain a 2/2.5/3% Haste.
- 2 Tokens: Gain a 9/10/11% Vaulting speed.
- 3 Tokens: Increase the killer's stun duration by 40/45/50%
- 4 Tokens: Break into a sprint at 25/30/35% of your normal Running Movement speed for 5 seconds.
When the chase ends and the killer is more than 5m from your location this perk will deactivate, losing all tokens in the process

Shared Suffering sounds like a perk that invites the Obsession to go Self-care in a corner.
Evasion is probably the worst thing I have seen on this forum. A chase that would last more than 13 seconds, has the potential to last even longer. And I can get the pleasure of having 4 Survivors with this? No thanks. At least Lithe, Sprint Burst and new DH has the courtesy to be used early. But a perk the slowly creeps up on the Killer over 52 sec and then gives them the middle-finger. Yikes.
the killer perk is nice and I like it. It might actually be really bad though since it incentivies splitting up and splitting up is actually the best way for survivors to play. 4 Survivors on 4 different gens do 4 gens within 90 seconds which is a lot. Other than that it's a nice perk idea.
Evasion on the other hand is absolutely broken. That perk will be DH 2.0. It is way too easy to get the Haste effect or the Vaulting speed bonus.
3% Haste is insane, there s a reason other Haste perks have such difficult situations or you need to be near a boon. It is a nice idea that you also get stronger in chase the longer the killer hunts you much like Bloodlust does to the killer but IMO Bloodlust should stack faster than Evasion since Killer powers should be stronger than Survivor's perks. Also any sprint burst like effect should just be 150% m/s because thats the norm and that alone is already quite strong.
I like the idea behind it but the effects you listed (especially the first 2 and the last one) are just way too powerful and easy to get. TBH if the perk was just "after being chased for x amount of seconds get x% extra vault speed" that alone would be a great perk, if not meta defining. Adding haste, stun duration and a delayed sprint burst into it is way too strong.
