Adressing the "elephant in the room"
My first impressions about Dead Hard is that it will still be a strong perk but it will be a lot harder to time it and I couldn't think of a better rework without making the perk really bad so no one would use it.
Lets look at the things new dead hard will no longer be able to achieve.
You can no longer dead hard over traps,or weird spots where killers cant bypass without going around it.
Legion will no longer care about missing their hits while in frenzy.
Dead Hard for distance and safety that also served for other purposes such as putting yourself in a better position for a flashlight save.
I personally think survivors will now have better exhaustion perk choices over Dead Hard and it will be used way less which is a good thing for the most used survivor perk.
But these are just my thoughts and speculations before seeing how it actually performs in a game.

Agreed, we'll need to see how it performs in the PTB but it sounds like it'll be good only for ppl who can use it properly. Killers have always complained about dead harding for distance, which won't be possible anymore. People crying or claiming it's a buff when we haven't even seen it yet honestly just sound like they want it to be nerfed to the ground (like every viable survivor perk).
