Did you skip the part where survivors get buffs too?
I think the buffs on the survivor side are going to help solo queue enough to balance out, personally. Not having to rely on your random teammates bringing BT/not farming you is going to be a huge boost all on its own, never mind the neat perk changes.
At bare minimum being farmed by a 3 man SWF is dead and gone with guaranteed BT off hook. No more ######### deciding 2k points from instant unhooks are enough for them. That alone is a nice buff to solo.
