I think Nurse is fine.
She has no Ultra Rares.
An additional blink can already be considered an ultra rare addon. This greatly facilitates the gameplay of the already very powerful killer in the game.
Nurse's Ultra Rare would be something like...
Reduced her Blink to 1, but can see Auras of all injured survivors.
Take my Ultra Rare. Amanda's Letter.
Takes our Reverse Bear Traps, we can only carry 1 but while crouched we can see all Auras within a 12 meter range.
An Ultra Rare takes something important, and gives something godly.
