power / perk combo as OP as Cenobite's?

I keep thinking about how Hoarders and Franklins completely change Cenobite's power, and how he's entirely balanced around assuming players are using both of these perks. I can't think of any other killer who is so unilaterally more powerful with a specific perk (let alone two).

Can anyone else think of any examples?
