If Borrowed Time basekit, it should have this limitation
It should not work after all gens have finished.

It's not fun to be camped and tunneled out of the match and not getting to play for more than 5 mins. Borrowed Time helps with that.
But if gens are done, it has been more than 5 mins and survivors have gotten to play; survivors should not be able to run out the gate in the killer's face.

This is a fair point. End game should feel more intense than the rest of the game.
