Imo, Fixing map sizes would of been the easiest solution if they had done it years ago. Now that we have anti-loop killers, how do you balance smaller maps when there are killers that do not care about loops anyway?
To me, that the sad thing about the holding w thing. It's incredibly boring, but survivors don't have much when it's: stay and get hit, or leave and get hit later.
Yeah, ideas like this have been suggested before. If something like this was to be implemented I would make it a large penalty but only until the first chase, not the first hit.
I think this would work in a killer by killer sort of way. Similar to how some hooks have different designs based on certain killers or maps, you could have a sort of built in CI for killers who have a very weak early game to fit with their theme. This also means you would have to balance these killers, since for example Myers would be far too strong in this scenario for quite clear reasons. That's just one random thought.

I believe they said they where not going to do an "Early game collapse" or whatever then called it.
they tested it but apparently it made it a little miserable to play.
With Early game collapse, Lethal pursuit will be meta. First hook will be always before touching Gen. And if Killer decides to camp...

30% is too much. 10-15% could be pretty reasonable.
