I think it’s both. There are definitely aspects about story writing that are objectively good or bad but in the end, different people are looking for individual things in storys.
I honestly feel like it could be both. It honestly depends on FIRSTLY the genre you're writing about. I.E You can't just say you're going to write a Romance and then make it a literal Horror without any Romance at all. It has to draw from the main genre you're planning on writing about. However, good is a subjective term whereas it's up to the person themselves to decide if they think it is good writing.
both. good, in and of itself is subjective, in order to write effectivley, there has to be objective writing as well. look at the like of EAP- his cadence in his writing is considered "good" by many, though some people think the content of his writing is not.
When it really comes down to it, writing is an extension of your own creativity and well always be subjective to anyone who didnt write it, but that doesnt mean its not GOOD persay.

There is objectively a difference between good and bad writing, but you can still find bad writing interesting or fun and good writing boring.
