Dont add perk tiers.

I think perk tiers arent important to add, everybody would have the same strong perks. Maybe give a little extra bloodpoints to spend, but some people grinded way too hard to get some perks to tier 3.

I think the more important thing to fix is SBMM, because im a rank 1 killer and almost always get matched with baby survivors, and as a rank 1 killer i almost always get baby killers.

*Most of the time i 3k/4k, or when playing survivor i escape 7/10 matches.
