Does this add a stack of Condemned if the healer ALREADY has a stack?

Does this proc off HEALING A SLUG?

Hopefully, the answer to both is 'Yes.'

1) Yes I believe so

2) Healing a slugged survivor counts as healing in basically every other perk and such so probably does yeah
