Nurse feels awful post-mid chapter

The more I play Nurse since the mid chapter patch, the more I feel that she feels worse than she did before. Her old bugs were annoying, but so many little things have been added to inhibit her that it's actually worse than dealing with her old bugs. Many of the things listed in the patch notes weren't even fixed at all.

  • "Fixed an issue that may cause a blink started right when the charge is ready or when fatigue starts to be cancelled."

No. It's not fixed. This was apparent within a few games of playing her.

  • Fixed an issue that caused the Nurse to be unable to blink through some hills.

Verifiably false within one game of playtesting.

  • Fixed an issue that may cause the Nurse to sometimes fall out of world after blinking.

Fell out of the world on my first game after the patch.

Many of her old bugs were straight up copy pasted into the new code. Her M1 bug has been around since dedicated servers. It's still here. I still have multiple instances per game where I can't attack coming out of a blink.

She has new bugs. I've already posted about many of these in the bug reports section. Her ability to blink through objects has been altered to the point that muscle memory is affected. Survivor hitbox interactives with the blinker have changed, causing blinks to fall way short or not pass through things they should pass through. Her lunge is still auto-aiming with glee onto anything but survivors if there's ever a question, and it still seems like she's throwing her weapon at survivors even on my screen as a killer.

The point of the post is this: why are we pushing updates that are so clearly not ready? Why do you treat customers as QA staff and guinea pigs? What is happening in the development process where you list a fix in the patch notes and a player can verify within a single game of testing that the issue is still present? What other industry is this a good practice in?
