Buff doctor please..

Doctor is one of the worst killers to play right now so here is what i would suggest

remove static blast and bring back the old mechanic where you gain tiers passively for sitting in the doctors terror radius

Then nerf tier 3 madness so that survivors can drop pallets and get saves but not use the items they brought

I think this would be better honestly than the way doc is now
