Program re-rank can be used?

Program re-rank can be used?
Is this correct?
If it's not right, Why do people use it so widely?
I felt it was not fair .They do not get punished.
But I have to endure the hard times at rank 1-10.
Why not take the rank system out of the game.
Streamers in my country use program re-rank same it's normal.

Probably a program which resets your rank to 20? Whatever it is, I'm pretty sure it's not allowed by the devs and if they know you use it they will probably ban you. Unless I'm missing some informations and it's legal to use it.
@Mods/Devs please confirm if this is bannable or not, just in case it's allowed.

They use Steam Achievement Manager To modify rank from 1 go to 15-20
