There is nothing saying console players can't have them on the official news.

In partnership with Twitch, Dead by Daylight is continuing to offer selected Twitch streamers exclusive Twitch T-Shirt cosmetics – now for an expanded list of characters!

While in the Fog Whisperer Q&A, it's clearly said console players are not concerned yet.

"Though we have a lot of creators we keep an eye on in the console space, we are still working on establishing consistency in our perks to support creators on PlayStation, Xbox, and Switch. We thank you for your patience as we grow the program!"

The Fog Whisperers are partners of Dead by Daylight. The program rewards streaming and video content creators for building communities around the game.

Console fog whisperers are probably not going to happen, ever. Just like the cross-progession they promised 2 or 3 years ago.
