It's never necessary, unless you want the cosmetics. The increase in rarity on your web is negligible, if it even exists at all.
It exists - there was a graph somewhere. The rates increase by 5% or so per prestige. But its annoying you lose everything and its damn expensive.
If you don't play this game too regularly it's not worth it.
