PERK: Grim Embrace does not work after a Survivor DC

Plattform PC Steam:

I assume this will be the case on all platforms. The Grim Embrace perk does not work if a survivor is disconnected. You can no longer make the 4 tokens. So, You must hang a survivor to receive a token. If the survivor has not yet been hung from a hook, you will not receive a token. If the survivor disconnects before being hung for the first time, the killer does not receive a token and the perk is useless. Is this a bug or a feature?
