Prestige= New Teachable Perk levels

I think a small upgrade to Prestige is to make all teachable perks start at the same prestige level when it first enters your blood web. So when you Prestige 2, the teachable perks in your blood web are on its 2nd incarnation.

I think it would be a nice, small incentive to Prestige. It doesn't take long at all to get the 3rd level of teachable perks on a Prestiged character so it won't effect gameplay at all.
