Exhaustion perk opportunity cost

At the moment exhaustion perks are so powerful that anybody that does not run at least 1 is pretty stupid, they make up most of the list of top 10 best survivor perks arguably.

However, they are strong for their utility or safety in chase so the unfortunate reality is that unless outside perks are enormously, freakishly strong then they simply will not compete against exhaustion perks. In this way, exhaustion perks must be dialed back instead in order to deal with how they over perform.

My suggestion for this is by increasing the opportunity cost for using an exhaustion perk, thereby making it a more dynamic and significant choice to use the perk.

Currently there exists in the game files an used class of survivor speed known as 'exhausted running', presumably tied to a now defunct stamina system. I suggest that we roll this debuff into the 'exhaustion' status effect. Lowering the survivors movement speed to 3.8 m/s or 95%. I would also couple this with a 25% increase to breathing sounds additively to make an exhausted survivor easier to hear while looping. (But also not to be negated by iron will as it does not need to get any stronger.)

With these changes in mind, using an exhaustion perk becomes about making the right choice when to use the speed or safety of the perk and knowing when you can play safely after using it while simultaneously opening a survivor up for a killer to capitalize on a misplay with a good play of their own.
